Except, in New York City, it\u2019s&nbsp;<a href=\"https:\/\/www.nyc.gov\/site\/cchr\/media\/source-of-income.page\" target=\"_blank\" rel=\"noreferrer noopener\">illegal for landlords to discriminate by source of income<\/a>, with a minor exception for small buildings where the landlord or their family lives.<\/p>\n<\/blockquote>\n\n\n\n<p>In the report by The Markup, an extensive overview of further examples is given of the chatbot confabulating unreliable answers, half-baked truths and downright nonsense. For example, the chatbot gave false information on housing:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>The bot, for example, said it was legal to lock out a tenant, and that \u201cthere are no restrictions on the amount of rent that you can charge a residential tenant.\u201d&nbsp;<\/p>\n<\/blockquote>\n\n\n\n<p>Likewise, the bot went against the city\u2019s consumer and worker protections. The bot suggested that restaurant owners can take workers\u2019 tips, need not tell employees about scheduling charges, or can make their business cash-free:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>For example, in 2020, the&nbsp;<a href=\"https:\/\/www.nytimes.com\/2020\/01\/23\/nyregion\/nyc-cashless-ban.html\" target=\"_blank\" rel=\"noreferrer noopener\">city council passed a law<\/a>&nbsp;requiring businesses to accept cash to prevent discrimination against unbanked customers. But the bot didn\u2019t know about that policy when we asked. \u201cYes, you can make your restaurant cash-free,\u201d<\/p>\n<\/blockquote>\n\n\n\n<p>The Markup concludes by reflecting on the notion of trust, noting that \u201cthere\u2019s no way for an average user to know whether what they\u2019re reading is false.\u201d <\/p>\n\n\n\n<p>I would add that there might be an even more sinister and worrisome aspect to the rise of confabulating chatbots. It appears that they further erode civic values and lead to new forms of exclusion. What strikes me about these false answers, in my view, is that they exude a strong whiff of market logics and libertarian ideas about the role of government (less is better). All of the answers directly go against policies meant to protect public values and the rights of the weaker sections of society. In this sense, GenAI isn\u2019t merely a \u2018<a href=\"https:\/\/dl.acm.org\/doi\/10.1145\/3442188.3445922\">stochastic parrot<\/a>\u2019 that returns what you feed it (in many cases this is \u2018garbage in, garbage out\u2019). It seems a stochastic parrot deliberately fed on a restricted unhealthy diet of Californian Ideology and Silicon Valley entrepreneurialism.
