{"id":1888,"date":"2022-09-18T22:36:08","date_gmt":"2022-09-18T21:36:08","guid":{"rendered":"https:\/\/www.bijt.org\/wordpress\/2022\/09\/18\/detroit-may-spend-covid-relief-funds-on-ineffective-and-discriminatory-public-safety-smart-tech\/"},"modified":"2022-09-18T22:36:08","modified_gmt":"2022-09-18T21:36:08","slug":"detroit-may-spend-covid-relief-funds-on-ineffective-and-discriminatory-public-safety-smart-tech","status":"publish","type":"post","link":"https:\/\/www.bijt.org\/wordpress\/2022\/09\/18\/detroit-may-spend-covid-relief-funds-on-ineffective-and-discriminatory-public-safety-smart-tech\/","title":{"rendered":"Detroit may spend Covid relief funds on ineffective and discriminatory public safety smart tech"},"content":{"rendered":"\n<p><a href=\"https:\/\/theintercept.com\/2022\/09\/17\/police-surveillance-shotspotter-detroit\/\">The Intercept reports<\/a> that the city of Detroit is on the brink of deciding whether to divert some $7 million of federal money on ShotSpotter, a controversial surveillance technology that uses publicly installed microphones to detect gunshots in cities.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"828\" height=\"1696\" src=\"https:\/\/www.bijt.org\/wordpress\/wp-content\/uploads\/2022\/09\/img_1599.jpg\" class=\"wp-image-1887\" srcset=\"https:\/\/www.bijt.org\/wordpress\/wp-content\/uploads\/2022\/09\/img_1599.jpg 828w, https:\/\/www.bijt.org\/wordpress\/wp-content\/uploads\/2022\/09\/img_1599-342x700.jpg 342w, https:\/\/www.bijt.org\/wordpress\/wp-content\/uploads\/2022\/09\/img_1599-73x150.jpg 73w, https:\/\/www.bijt.org\/wordpress\/wp-content\/uploads\/2022\/09\/img_1599-768x1573.jpg 768w, https:\/\/www.bijt.org\/wordpress\/wp-content\/uploads\/2022\/09\/img_1599-750x1536.jpg 750w\" sizes=\"auto, (max-width: 828px) 100vw, 828px\" \/><\/figure>\n\n\n\n<p>This seems to be yet another case of public money reserved for helping the needy is actually ending up in the pockets of private companies that sell \u2018smart city\u2019 promises:<\/p>\n\n\n\n<p>\u201cShotSpotter <a href=\"https:\/\/go.shotspotter.com\/american-rescue-act-funding-for-law-enforcement?utm_source=sst&#038;utm_medium=display&#038;utm_campaign=stopgunviolence2022\">explicitly urges<\/a> cities to tap funds from the American Rescue Plan Act, intended to salve financial hardship caused by the pandemic, to buy new surveillance microphones.\u201d<\/p>\n\n\n\n<p>\u201cBillions in Covid aid have been spent on funding police departments, a flood of money that\u2019s proven a boon to surveillance contractors, said Matthew Guariglia, a policy analyst with the Electronic Frontier Foundation. \u201cFor a long time already, money that has been intended for public well-being has been specifically funneled into police departments,\u201d said Guariglia, \u201cand specifically for surveillance equipment that maybe they didn\u2019t have the money to fund beforehand.\u201d<\/p>\n\n\n\n<p>And here is how this so-called \u2018smart technology\u2019 actually accentuates inequalities and leads to exclusion:<\/p>\n\n\n\n<p>\u201cCritics of Detroit\u2019s plan said ShotSpotter doesn\u2019t stop gun violence and exacerbates over-policing of the same struggling neighborhoods the Covid relief money was meant to help.\u201d<\/p>\n\n\n\n<p>\u201cNot only is ShotSpotter a waste of money, critics say, but the system menaces the very neighborhoods it claims to protect by directing armed, keyed-up police onto city blocks with the expectation of a violent confrontation.
